My understanding is “not yet.” The thirty or so countries whose nationals enter the U.S. under the visa waiver program will not be subject to the visa bond requirement. My guess—but it is only that—is that countries whose nationals have overstayed their visas at a high rate will be selected for the bond pilot program.
