I caught the end of a story on Marketplace? On PBS about the EAS program and subsidized service. The focus was on Plattsburgh (sp) NY, but I heard two surprising things.
First the EAS hub is Dulles. I would have thought that DOT would have found a closer hub. Second, the story noted that Congress restricted eligibility to communities more than 70 miles from a medium hub airport, but that DOT was proposing to restrict eligibility to communities farther than 75 miles from a small hub. Channeling JJ Keady, I am too lazy to look this up myself, but can the experts out there tell me if DOT has authority to tighten the restrictions beyond what is in the statute?
