Assuming on-airport roadways were AIP eligible, FAA could be funding such infrastructure or at least a part of it – grant assurances could apply in addition to various advisory circulars. FAA would also need to approve the airport layout plan.

New York Terminal Radar Approach Control (TRACON, N90) was one of the lowest staffed (by percentage of what they had vs. what they should have had for full staffing) facilities for the last 20 years. Very hard to staff because of its well-deserved reputation as very tough for transferring controllers to successfully train and certify at, largely because of the complexity of the airspace. Also, it's a high cost of living area and there was no congressional appetite to build a new facility away from Long Island or combine it with the other large FAA facility on Long Island, the New York Air Route Traffic Control Center (ARTCC).
