We've been working to put together guidelines for Mifos developers to know what to expect in terms of what it takes to be given commit privileges for the Mifos code repository.
There is no simple formula that determines when a developer will get commit privileges. The decision is based on evaluating patches that are sent in over time and on how well a developer works with the Mifos community.
