~~ Exciting news in the world of Mifos Patch Management! ~~

Me, Sam, Van, Aliya, and especially Ed Cable have completed
integration of the patch queue into the existing issue tracker. This
reduces the number of places where issue and patch status is stored
and maintained.

In short, this:
http://mifos.org/developers/wiki/MifosPatchQueue

is now this:
https://mifos.dev.java.net/issues/buglist.cgi?keywords=Patch

If you are curious of the status of a particular patch (accepted?
rejected? committed?) refer to the corresponding issue.

There are only minor changes to the process of submitting code, such as:
* patch files should always be attached to issues
* the keyword "Patch" should be added to the issues once a patch is attached
