I recommend using JAutoDoc, an Eclipse plugin that facilitates doing javadocs. http://jautodoc.sourceforge.net/
Although it isn't a silver bullet, it does ease doing javadocs, so for us 'lazy' developers it's a godsend. In fact, I recall a slide from a presentation on Mifos that put a metric on that pain.
