A loan officer should only be able to see their own branches.
Repro steps:
1. login to http://ci.mifos.org:8085/mifos/ (trunk build test server) as
user="taguig" password="password"
2. click "Create new Client"
3. click "Click here to continue if Group membership is not required for your
Client."
Expected result:
* can see only Taguig branch
Actual result:
* can see all branches with SEARCH_ID starting with "1.1.1"
