Mode of payment in Payment Details can't be selected, causing blocking error

When disbursing a loan on the trunk build, the mode of payment for the fee
amount is disabled in the UI. This keeps the user from being able to continue
on with the loan disbursal.
Repro steps:
1. search for loan # 000100000000311 on test server -
http://ci.mifos.org:8106/mifos
2. Disburse Loan
3. Note Mode of Payment for fee of 10.0
4. click review button
Expected: should be able to select a mode of payment. This problem doesn't
occur on the demo server (version 1.4)
Actual: get error message - You have entered an invalid disbursal date. Enter a
disbursal date less than today's date
