severe cheetah error in tomcat log file - maybe to do with missing javascript

Running mifos locally I got the following (truncated here but attached to the
issue) message in my localhost.2010-02-04.log
SEVERE: Servlet.service() for servlet cheetah threw exception
javax.servlet.ServletException: Could not resolve view with name
'mifos-webapppageNotFound' in servlet with name 'cheetah'
It coincides with clicking on 'apply payment' from a loan details page (my
breadcrumb is "TestBranchOffice / Center_AP_5502 / Group_AP_5502_1 /
Client_AP_5502_1_1 / Loan Prd 1 - Performance Testing").
I had firebug on and it showed 3 files getting '404 not found'
