Resolved in r16767.
the root cause of this problem was null currency ids in
LOAN_FEE_SCHEDULE.AMOUNT_PAID_CURRENCY_ID. These were being automatically
mapped to the default currency by MoneyCompositeUserType even if they were
associated with a loan using a non-default currency. A previous fix eliminated
the creation of new null currency ids. This fix backfills this currency id
(and associated null AMOUNT_PAID entries) to eliminate the problem and adds a
NOT NULL constraint to these columns to prevent this in the future.
