The Windows server that hosts demo.mifos.org:8080/mifos is occasionally hitting
batch job or memory errors and blocking people from using this important site.
Recommend either:
a) Move instance from current box to deploy target on birch (Hudson).
b) set up a periodic automatic tester that check the site is up every x times #
per day.
c) Both a & b.
