Further research: I've found many customer accounts whose activity list has not
recorded the application of charges. But I could not detect any consistent
pattern. Here are some of the customer numbers that I've looked at:
0002-000011682: Charges and payments through 3/24, but the activity list shows
only payments received.
0007-000011678: Activity list shows fees removed on 4/5 and fees applied on 4/5
but no other entries except for payments received.
0002-000011670: This and several others meet on Mondays, but no charges have
been applied to 4/5 meeting (this should have been done by ApplyCustomerFees
batch job when it ran on 3/23). This may be an unrelated issue. Activity list
shows only payments received, no applied charges.
