KEEF wants to import loan disbursal information in an import plugin. They
anticipate importing this daily, with about 1000 disbursals/month. They can
happen any day of the week. Following assumptions
* Same permission that controls import of loan repayments can be used. Only
at the HO
* Keep track of mode of payment for disbursals
* Disbursals will be in the exact amount of loan amount disbursed. Anything
less or more will be rejected and an error message shown.
* If the same loan account has already been disbursed, error message will
be thrown.
* Everything else should work like the current import for loan repayments.
* Assume LSIM is on
* All one currency
Future
* In the future, KEEF wants to disburse the loan disbursal amount minus the
upfront loan fee they collect. I think we can figure out ways to work around
this with them instead of taking care of the scenario in Import
