Haven't verified this yet but for repro:
# Have MPESA plugin set, have a client with a national ID and one loan account
with short name NL1 and a savings account with short name SAV.
# Set ImportTransactionOrder = AL1, NL1, and SAV.
# Client's NL1 loan account should have a payment due next.
# Import a file with payment due for NL1.
Expected:
Row correctly imports
Actual:
Errors out saying AL1 account is not found for the client
