Mifos allows user without rights to disburse loan to disburse through CSE

Currently, KMBI has one role in their branch who disburses loans (BA) and
another individual who enters collections (BAA). Since follow-up loans are
disbursed on the day of the last collection, they show up in the CSE. When the
BAA is doing the collection, they are allowed to disburse the loans.
REPRO:
1. Create an user who does not have rights to disburse loans but can make
payments
2. Have user pull up CSE and enter in payments, have loans scheduled to
disburse and show up in CSE
3. Submit CSE
EXPECTED:
1. User gets a warning they cannot disburse loans and they most go zero out
those accounts
-or -
2. (Preferred) - Disbursals do not show up in CSE if user is not allowed to
disburse.
ACTUAL
User can disburse loans, bypassing the disbursal permission
Note:
This is currently breaking the KMBI processes. I will visit it with them on
changing their processes, but this may be a potential candidate for a hot fix,
but will update the bug after I talk with their team more in depth.
