Permission settings for "Edit client" are incorrect for state "pending approval"

Currently, if an user does not have the permission to "edit a client" but saves
a client record to be in the "partial application" stage, they then cannot edit
or change the record and just have to submit it for approval. This kind of
breaks the whole idea of the "partial application". While it can be seen that
you do not want an user to edit the client record have its been submitted for
approval, they should be able to edit when its in the partial application
state. In this state, user's should still have a right to edit the client
record they created but have not submitted for approval, even without this
permission.
Same should be applied for centers, groups, loan and savings.
REPRO:
1. Create user that does not have the right to edit a client but can create a
client record and save it to the partial application state
2. Create client account and upon the submission page, click on "partial
application"
3. ATtempt to edit record
EXPECTED:
Can edit account and submit for approval
ACTUAL:
CAnnot edit.
