Create Role for Cloud users

As we spin up more cloud customers, some pages in Mifos are not really
necessary for those users, and should probably not be accessible.
examples:
Shutdown
Administrating batch jobs
We should figure out a way like a setting or permission to make it so that
those customers do not have a way to access these pages.
One idea is to create a super user that is a step below 'administrator' that
cloud instances would have that wouldn't have permissions to access those pages.
