Give Tally Import user indication that nothing was extracted to XML file when
report is empty

If user generates XML document via Latest Tally Output job, the report is
generated without error even in the case when no data is available to the
customer.
Ideally, the customer would get a message indicating the report is empty and to
recheck the results of the GL PDF report.
Repro steps:
1. logon to Pentaho user console
2. Run Mifos- Tally GL Interface report. Enter "To date" of "bogus".
3. Note report runs and displays "No Data Available"
4. Now run latest tally output report.
actual result:
Report is dutifully generated with no TALLYMESSAGE nodes.
suggested result (other opinions?): give message to the user that no data is
available, and to rerun the GL report.
