Client Charge applied to account shows 5 times actual amount

This is happening on SECDEP's production system. They removed one client fee
and then applied a new one. The amount for the fee is 4 pesos, but in the
account activity it shows that 20 pesos were applied. Interesting enough, the
actual charge for hte client is correct (18 = 4 pesos + 14 pesos of another
fee).
On SECDEP Production, you can see this for account: 0002-000014043
REPRO:
1. Have client that meets on Wednesday and has MMF 1 (Cycle 1) assigned
2. On Monday before meeting, remove MMF 1 (Cycle 1) - 2 pesos, and apply MMF1
(Cycle 2) - 4 pesos
EXPECTED:
MMF 1 (Cycle 2) Applied - 4 pesos
ACTUAL:
MMF 1 (Cycle 2) Applied - 20 pesos
