Fee Details of the fee that is applied during the time of disbursement should
have been displayed in the preview page during loan creation process but they
aren't.
Observations:
1. There are two FeeDto classes defined in packages
"org.mifos.accounts.fee.business" and "org.mifos.accounts.fee.servicefacade",
They are being inconsistently used across Service and Action classes, probably
because of which the error is caused.
2. Need to refactor the code to remove the FeeDto from business package and
replace it with FeeDto from servicefacade package.
3. Some of the attributes are not same in both the classes because of which
they might not be easily replaceable.
