Problem. With the move to Freemarker, many translatable strings have changed,
and no translations are present for Freemarker pages. We may be able to use
software to help us migrate translations (including Chinese) from 1.6.x to
head/master, but this is likely going to be more complex than ½ of a story
point. Let's circle back and decide what to do on Monday.
