Description:
While automating MIFOSTEST-281, I discovered that fees were not being pushed by
moratoriums. Please enable the test - 'testMoratoriumPushesFeesToFutureMeeting'
in AdditionalHolidayTest.java when this bug is fixed.
Steps to reproduce
------------------
1. create periodic weekly fee, defined for clients
2. apply fees to client
3. create moratorium holiday on upcoming meeting day
4. run all batch jobs
5. move date to the meeting day
Expected: fee for the meeting day is not applied
Actual: fee is applied for the meeting day
