Add refresh button to batch job page

New batch jobs page needs a refresh button to display batch job results after
running selected tasks. Once user runs a selected task, page shows "task sent
for execution". Refreshing browser doesn't update the page, so user must
instead go away from page then return to batch job page to see new run status.
Request button only appear when "task sent" is also displayed.
