See attached screenshot. The typical left side of the page for the Mifos UI is
showing up on the right side of the Shutdown page. This is happening with both
Firefox and IE.
Repro steps:
1. login to http://ci.mifos.org:8085/mifos
2. Click on Admin - Shutdown
expected -- normal page
actual -- nav bar with search field on right side.
