No changes after defining mandatory/hidden fields

There is a problem with defining mandatory/hidden fields. On the 'Define
mandatory/hidden fields' page in Admin tab, when I check any of the fields
mandatory or hidden then these changes have no influence on the system.
Example:
1.On the 'Define mandatory/hidden fields' page check hidden field for 'Poverty
Status' and mandatory for 'Education level'
2.Go to the 'Clients & Accounts' tab and click on 'Create new Client' link
3.Select any existing group
4.On the 'Create new Client - Enter personal information' page verify that the
fields from Step 1. are changed
EXPECTED RESULT:
On the 'Create new Client - Enter personal information' page the 'Poverty
status' field is not displayed and the 'Education level' field is marked
mandatory.
ACTUAL RESULT
On the 'Create new Client - Enter personal information' page the 'Poverty
status' field is still displayed and the 'Education level' field is not marked
mandatory.
Note:
After restarting Tomcat everything works fine. The 'Poverty status' field is
not displayed and the 'Education level' field is marked mandatory.
