PPI Surveys taken for non-client workflows aren't updated in ETL

Repro:
1) Have PPI QG applied to Create Loan.
2) Create Loan and answer PPI questions
3) Update report for score
Expected:
Report should include PPI just taken
Actual:
That client's PPI score is not in there.
Van's seen this, seems that there needs to be logic in ETL to pick up not only
client workflows, but also sub-workflows for clients (like creating client
loans or create client savings) so that the scoring will be picked up.
The logic should only be for client loans or client savings as group loans or
group savings wouldn't make sense. PPI should always be with an individual
