Bumping the version numbers is so artifacts built from the bleeding edge of
development are differentiated from artifacts built off release maintenance
branches. In other words, bumping should only be done on master branches.
Please see the commits referenced in the description, and/or ask me for more
help (on the mifos-developer mailing list, IRC, or Skype during US/Pacific
business hours).
When committing, please reference this issue using the the format specified in
[Commit Log Guide] (ie: start the commit log with "FIXES MIFOS-3861" (or
"MIFOS-3861" for "work-in-progress" commits).
