I can't start the WTP after applying your patch to head/master:

Full Tomcat output attached ({{wtp_startup_errors.txt}}). Also attached is the
patch I was testing with ({{MIFOS\-3925_review.patch.gz}}, against head/master
c3a505eb7f025456dce9e4b302062be305964506). It's your code, with a few trivial
modifications for style/conformance.
Will you also summarize briefly what the patch does? I've read through this
issue's description and comments a few times and I want to make sure I've got
it right. As I understand it, this patch improves development with
Eclipse/Tomcat/WTP because it helps Eclipse place files like .css and .ftl in
the correct location in the exploded war dir in
application/target/mifos-webapp. Is that correct? Is there more?
