Small errata: access denied message in jsp also was general: "You do not have
permissions to perform this activity. Contact your system administrator to
grant you required permissions and try again."
I changed the summary of this issue to include the specific test case (access
denied when activating question group). This specific case can be fixed by
explicitly handling exception in the QG controller.
If we want to implement more descriptive access denied page then we should do
this within MIFOS-3361 or a completely new issue.
