This is related to mifos-3879. I see Surabhi's comment in 3879 that it's ok
for inactive questions to be active.
However, if the QG has ONLY inactive questions, I do not think it should be
able to submit.
Also, it appears from my bug I can still edit the question, which means the 2nd
part of Surabhi's comment in 3879 was actually not resolved. Must make sure we
fix before Code Freeze
