Convert .po files into .properties and delete all .po files. This will allow
translators to use Translatewiki.net for any/all Mifos translations.
.po files were only used when we provided the Pootle online translation tool
and are no longer necessary.
The conversion from .po to .properties is currently done during every
"continuous integration" build: see "create_props" in application/pom.xml. The
Mifos application only reads translations from .properties files.
Once the .po files are removed, do the following:
* remove the create_props stanza from application/pom.xml
* remove create.props.skip from application/pom.xml
* remove .po maintenance scripts
** capture_initial_locales.sh
** create_props.sh
** update_defaults.sh
** locale_sync.sh
* shut down & uninstall pootle from birch
I gave this 0.5 story points because I think a test or two might need to be
updated.
