added api to loanAccountServiceFacade to show ability to create a loan account
using 'opening balance' approach for data migration. This is just a spike proof
of concept and some clean up/more thorough testing around api would be done
when bringing into product.
verified that user could use application and view loan account details seeing
transactions, activity, repayment schedule, loan summary and past performance
for loan.
