Center meeting losing monthly meeting frequency

Center created with a monthly meeting frequency is losing it's monthly
frequency and reverting to a weekly meeting. This is a regression.
Repro steps:
1. go to http://ci.mifos.org:8085/mifos
2. create a new center
3. enter meeting details of 1st Monday of every month.
4. submit
Expected behavior: frequency is monthly meetings
Actual behavior: On Center details page, see that meeting frequency is instead
weekly: Recur every 1 Week(s) on Monday
For example, see "testcenter2" on http://ci.mifos.org:8085/mifos
