There is an issue related to importing file (Loan Disbursal) with 2 identical
rows.
REPRO STEPS:
1. Prepare xls file for loan disbursal with 2 identical rows
2. Login to Mifos
3. Go to 'Admin' tab
4. Click on 'Import transactions' link
5. Select previously prepared file
6. Click 'Review' button
EXPECTED RESULT:
Error message appears explaining that there two rows are the same and one of
them will be ignored.
ACTUAL RESULT:
No error message. User can continue import and after clicking 'Submit' button,
error with stack trace appears.
