The CLI build of the Workspace 2.0 (e.g. if you do an 'mvn install' in just
application/) is unnecessarily slowed down because Maven wastes time doing a
lot of:

This happens despite the org.mifos.birtlib:* artefacts have been locally
installed from reporting-libs/ as documented.
I'm not sure why Maven insists on checking two public repos for non-SNAPSHOT
artefacts which actually are in its local repo, and how to tell it not to do
that.
