By forcing word order, the "labels" mechanism (Admin → Define Labels) prevents
proper translation of many phrases in languages other than English.
Multiple people should work on this at once.
Requires lots of search & replace or hand-editing. For instance, changing JSP
or FTL pages to use phrases instead of concatenated words & labels.
