Propagate questionniare numeric validation errors to FLT

Right now when you enter a number outside the range the question defined for,
an exception is thrown trying to load this message
"questionnaire.error.numeric.question.has.bad.answer". Once the message is
added, it would be nice to be able to see what the valid range is.
