TWN is moving forward activating these groups anyway, even though the
Struts/JSP i18n stuff sucks.
I let them know that
# most of the L10n of the old Struts/JSP i18n is complete (for existing
languages used by existing customers)
# when we've finished the ui conversion (planned completion July 1)
many of these groups will go away, replaced with better-quality ones in the
other groups
