Handle grace periods for VI and Declining Balance interest recalculation loans

Currently, Grace Periods are not allowed to be set during the creation of
either Declining Balance Interest Recalculation or Variable Installment loan
product.
This one done as it was quite complex to accommodate grace period as part of
interest recalculation or adjustments.
We need to allow grace periods to be set for above product types.
