First, the Workflow, Triggers, and Actions modules are old and hard to work with. Second, I think that your use case can be implemented with the [Rules module|http://drupal.org/project/rules] (replaces workflow, actions, and triggers). Here's a [link to a use case|http://drupal.org/node/550716] that is similar to what you've described. I'll play around with it and let you know if it looks like it will work.
