Filter on 'Select a Client or Group' page, during the Loan FTL creation flow
and Redo FTL Loan flow, is not working properly.
Repro:
1. Login to Mifos.
2. Clieck on 'Create new Loan account' link.
3. Enter '%' into search field and click on 'Search' button.
4. Enter any name or letter into filter field.
Expected result:
On the result list, only customers with name or letter specified in filter are
visible.
Actual result:
After entering any character into filter field, there are always 0 results
displayed.
