After defining 'Collateral type and note' and 'External Id' fields as mandatory 
or hidden, on 'Define mandatory/hidden fields' page, during Loan account 
creation and Redo Loan flows, these fields are still visible or don't have 
mandatory sign "*".

REPRO:
1. Login to Mifos.
2. Go to 'Admin' tab and open 'Define mandatory/hidden fields' page.
3. Set 'External Id' field as mandatory and 'Collateral type and note' as 
hidden.
4. Go to 'Clients & Accounts' tab.
5. Click on 'Create new Loan account' link.
6. Select any Client or Group.
7. Select any Loan product.
8. On 'Enter Loan information' page, check 'Collateral type and note' and 
'External Id' fields.

Expected result:
'Collateral type and note' fields are not visible and 'External Id' field has 
mandatory sign "*".

Actual result:
'Collateral type and note' fields are still visible and 'External Id' field 
doesn't have mandatory sign "*".
