When LSIM is off, it is possible to attach additional fees with the types 'Fee
as a % of interest' and 'Fee as a % of interest + loan amount' and periodic
fees during the Loan account creation with Variable Installments.
Repro:
1. Disable LSIM in database.
2. Login to Mifos.
3. Go to 'Clients and Accounts' tab and click on 'Create new Loan acoount' link.
4. Select any client and loan product with variable installments.
5. On 'Enter Loan account information' page, fill all necessary fields and
select additional fees with the types 'Fee as a % of interest' and 'Fee as a %
of interest + loan amount' and periodic fee
6. Click 'Continue' button.
Expected result:
Validation message appears and it is impossible to continue.
Actual result:
Validation message doesn't appear and it is possible to continue.
