Loan with fee % loan amount + interest cannot be disbursed in G

REPRO (on test server 8085):
1. Click on 'Create Loan Account' link.
2. Select client: "Client 1:ID0009-000000083".
3. Select loan product: "AUTO LOAN-2".
4. On 'Enter Loan account information' page, select Additional Fee: "Fee % Loan
Amount + Interest".
5. Click continue, then preview and submit.
6. Change account status to "Application Approved".
7. Click on 'Disburse Loan' link.
8. Enter today's date and click submit.
RESULT:
Error message appears: "Disbursal failed. This loan may have been disbursed
elsewhere." and it is impossible to disburse Loan.
I repeated above steps in 2.1.x and I can normally disburse Loan there (with
Additional Fee: "Fee % Loan Amount + Interest").
In G, I've noticed that this issue occurs only with Additional Fee with the
type of '% Loan Amount + Interest'.
