    Description: 
During the Loan account creation flow, after selecting fee of type: '% Loan 
Amount+Interest' or '% Interest' and entering amount with big number and then 
after clicking Submit button, page with stack trace appears.

Repro:
1. Login to Mifos.
2. Click on 'Create new Loan account' link.
3. Select any client and loan product.
4. On 'Enter Loan account information' page, fill all necessary fields, select 
additional fee of type: '% Loan Amount+Interest' or '% Interest' and enter 
amount for it: "10000000000000000000000000000000000"
5. Click on Continue button.
6. Click Preview button.
7. Click Submit button.

Expected result:
There should be validation for the number of digits before decimal for fees of 
type: '% Loan Amount+Interest' and '% Interest'.

Actual result:
Page with stack trace appears. See attached file.
