Incorrect error message appears for Administrative fee on 'Enter Loan account
information' page.
Repro:
1. Login to Mifos.
2. Click on 'Create new Loan account' link.
3. Select any client and loan product with administrative fee.
4. On 'Enter Loan account information' page, fill all necessary fields and
enter amount for administrative fee: "111111111111111111.111111"
5. Click on Continue button.
Expected result:
Appropriate error message appears: "The specified amount for administrative fee
1 is invalid because the number of digits before the decimal separator exceeds
the allowed number of 14".
Actual result:
Incorrect error message appears: "The specified amount for administrative fee 1
is invalid because the number of digits before the decimal separator exceeds
the allowed number of 1."
