I've understood what's going on there - the "web-fragment.xml discovery from
classpath" doesn't work from CLI Maven / Surefire - unless you play with
useSystemClassLoader & useManifestOnlyJar, see

Tried that and got it to work locally; almost there on ci.mifos.org, but
https://ci.mifos.org/hudson/job/head-master-commit/575/org.mifos$mifos-server-workspace/console
fails with java.lang.OutOfMemoryError: PermGen space - going to try giving
Maven/Surefire more PermGenSpace (in server-workspace pom.xml)
