Currently, when you are creating a new Loan Account, the disbursal date is set 
automatically as the complete one period of meeting frequency after the 
creation date. It means, that for example, if you are creating Loan on 15 
November with 3 months frequency (every 5th day of every 3 months), then 
disbursal date is set automatically 3 months after 5th December (5th February). 
But it should be set on 5th December.   

Repro:
1. Login to Mifos (for example on 17 November 2011).
2. Create loan product with 3 weeks meeting frequency.
3. Open Client who has mettings with 3 weeks frequency (for example every 3 
weeks on Monday).
4. Click Loan link to create a new Loan Account.
5. Select previously created Loan Product with 3 weeks meeting frequency and 
click Continue.
6. On Enter Loan account information page, check the Disbursal date.

Expected result:
Disbursal date is set automatically as first upcoming Monday (in this case 21 
November 2011).

Actual result:
Disbursal date is set automatically as Moday 3 weeks later (in this case 5 
December 2011).
