Add Client Scoring Module/Question Groups Functionality

Client prospect and analysis. A certain tool to score future client, such as
Cashpor Index and the analysis tool for monitoring purpose.
Current implementer, Karthik, on mailing list is also exploring development of
a scoring survey.
Question Groups can be used for creation of the questions but actual scoring
will be done outside of Mifos via a Pentaho which can calculate the scoring and
display the results in a given format.
