After this fix, Mifos is not starting when you add old
mifosBeanConfig.custom.xml file to MIFOS_CONF directory. The reason of this
issue is that in mifosBeanConfig.custom.xml there are still occurrences of the
word 'VOLUNTORY'.
I'm raising the priority of this issue.
